The Financial Industry Regulatory Authority (FINRA) is the largest independent regulator for all securities firms doing business in the United States. FINRA oversees nearly 5,000 brokerage firms, 173,000 branch offices and 656,000 registered securities representatives. FINRA's mission is to protect investors by maintaining the fairness of the U.S. capital markets.

In support of FINRA's Market Regulation staff, this position is responsible for defining, constructing and maintaining electronic surveillance programs designed to identify potential rule violations and/or market manipulation resulting in investor harm. Successful candidate is responsible for ensuring that assigned surveillance program areas reflects business and technical needs, and meets all end user requirements, including:

  • Working closely with Regulatory Business managers to elicit business requirements from Regulation managers and staff.
  • Analyzing large data sets, specifically Stock Market transactional data to prepare and present electronic surveillance program specifications.
  • Encoding, testing, debugging and documenting surveillance programs and procedures.
  • Monitoring and adapting electronic surveillance changes to address industry changes, data issues, participant behavior, and/or rule changes.
  • Maintaining relationships with business users, internal and/or external participants. The ideal candidate is a quick learner and a clear communicator of abstract ideas, is able to work with minimal supervision, and is highly motivated and proficient in business/data analysis and SQL/SAS programming working with large data sets. Specific experience and job requirements include:
  • Bachelor's degree and at least 5 years progressive experience in analyzing business needs and developing technical solutions.
  • Ability to use SQL statements, TOAD/WinSQL, etc to extract and analyze large data sets.
  • Ability to merge, manage, manipulate and analyze various data sets.
  • Extreme attention to details.
  • Strong proficiency in SAS; Experience with C++ and SQL
  • Excellent people, communications and project management skills.
  • A strong ability to adapt and problem solve.
Prior experience with financial markets data, knowledge of techniques in data exploration and data mining, and/or advanced degrees (such as a Ph.D./MS in Quantitative Analysis/AI) are preferred.
